Ashford Borough Council has appointed Milligan to deliver its ambitious town centre regeneration at Vicarage Lane.

The scheme, which includes the former Mecca bingo hall in the Lower High Street, is a proposed mixed-use development, aiming to deliver quality homes, cultural and performance space, food and drink outlets and workspace to complement the market town’s history and heritage. The council’s proposals include the part demolition of the rear of the former bingo hall to reveal an uninterrupted view to the iconic Grade I listed St Mary’s Church, while retaining the high street frontage of the building to create a multi-use indoor event space.

Ashford Borough Council took occupation of the former Mecca bingo hall in September 2018. The building, which had previously housed an Odeon cinema, occupies a prominent position in the town centre and includes an adjacent car park off Vicarage Lane. A public consultation helped shape the vision for the site and led to emerging proposals, which included:

  • the part demolition of the main bingo hall to reveal the view to the iconic Grade I Listed St Mary’s Church,
  • retention of the Lower High Street frontage with the creation of a multi-use indoor event space seating 120 people,
  • the creation of a pleasant pedestrian route through the site and a new public square and event space,
  • around 60 new homes and residential parking,
  • employment uses with associated car parking,
  • opportunities for shops, restaurants and cafes.

Bilbao’s Zubiarte has seen an €8 million refurbishment headed up by Milligan Spain.

Finished in December 2018, the stunning transformation of the scheme has seen some very exciting store openings in the modern and attractive centre, including a trailblazing IKEA concept store. Here customers can create custom designed rooms alongside IKEA interiors and design experts. The experts even offer a home-visit service to truly understand the needs and individualities of a customer’s home, followed by purchase support, including collection, transport and assembly services.

Zubiarte’s makeover included an enhanced F&B offering with two exciting new restaurant openings, Dinamico & Santo and Bizkarra & Co. Ideally suited to Zubiarte’s cosmopolitan and chic atmosphere, the two new restaurants are open for business, offering visitors fresh culinary options while they shop.

Working with Elysian Residences, we are providing strategic leasing advice on approximately 40,000 sq ft of retail and food and beverage units on Mount Pleasant Road, Tunbridge Wells. The F&B will sit alongside a new 11,000 sq ft boutique cinema.

Our role on this project is to advise Elysian on all commercial aspects of the development, including both the retail and F&B market locally and nationally. We are also advising on the choice and instruction of leasing agents and taking the lead in their direction and management.

Milligan also advises on requirements for specific research, guidance on turnover potential, advice on specialist concepts such as market food halls, homewares and lifestyle, gyms and wellbeing.  We play a central part in all commercial elements of the project, sitting alongside the developers in this exciting creation of a new F&B and leisure focus in Tunbridge Wells.

In December 2019, Brockton Capital and Milligan sold the Mailbox to M7 Real Estate. Milligan has been retained as Development Manager to oversee the transformation of one level of retail to offices.

The Mailbox is one of the largest mixed-use developments in the UK comprising hotels, offices, shops, cafes, restaurants, cinema, apartments, and car parking.

Milligan designed and implemented the transformation of the Mailbox in 2016 which saw a complete reinvention of the retail environment creating a haven for luxury shopping in Birmingham and becoming a real anchor for the whole scheme.

The redevelopment saw Harvey Nichols relocate to the centre of the Mailbox and open a remarkable new 45,000sq ft concept store, in addition to attracting a premium leisure offer including luxury operator, Everyman Cinemas, hotels and independent bars and restaurants. Centred around the iconic Urban Room, other retailers include Paul Smith, BOSS, Tommy Hilfiger, and Armani.
