Rupert Clarke, former CEO of Hermes and a past president of the British Property Federation, joined Milligan in 2012 as Chairman. Rupert brings with him over thirty years of experience and knowledge of real estate, business and financial markets and has been active in supporting Milligan in the development of investment strategy, financing and new business.

John Milligan

Chief Executive Office

John Milligan is founder and CEO of Milligan and has over 30 years of retail and leisure property experience spanning the UK, continental Europe, Asia and North America.

His career to date has covered all aspects of shopping centre development, from initial concept generation and site identification through marketing, leasing and finance to the management and promotion of the centre.

John formed Milligan in 2002 with the mission of creating inspiring retail destinations. Key projects have included transforming the waterfront of Barcelona with the redevelopment of Maremagnum. In Liverpool, Milligan developed the award‐winning Metquarter shopping centre – the city’s answer to Bond Street.

John is a Fellow of the Royal Institute of Chartered Surveyors, a member of both the ICSC and Revo and graduated with honours in Real Estate Management from the University of Reading.

Mike Anderson

Chief Investment Officer

Mike has worked across all of Milligan’s existing projects and new business pipelines, he is responsible for industry relationships within the agency and banking communities and is the key liaison point with investment partners.

A real numbers man, Mike’s work focuses around the origination, structuring and execution of property deals and liaising with both current and potential joint venture partners. These include large private equity houses, institutions, sovereign wealth funds and local authorities. Mike’s key aim is to maximise the returns for shareholders and investors.

Specialisms/sectors: Hospitality and hotels; leisure; managing and developing strategic profitable growth.

Key projects: Extensive commercial development portfolio at CNC PLC, Chiltern Mondiale (structuring of property investment syndicates)

Stuart Harris

Chief Operating Officer

Stuart is Chief Operating Officer for Milligan and responsible for the daily operation of the company. Stuart works closely with John and Mike in identifying new business opportunities and partners for the business.

Stuart has over 25 years’ experience in the development and delivery of retail, leisure, and mixed-use developments across the UK. He was a co-founder of Queensberry Real Estate, where during a 10-year period, he helped deliver major projects for both the public and private sectors.

Stuart is MRICS qualified and a current member of the Revo Local Authority Advisory Committee.

Specialisms/sectors: Commercial, leasing and marketing strategies for town and city centre regeneration. Repositioning of challenging or failed assets.

Key projects: Whilst in his role at Queensberry, Newport (Friars Walk), Manchester (The Corn Exchange), Guildford (Tunsgate Quarter), and Liverpool (Metquarter) as well as working on planned major projects in Sheffield (Heart of The City II), Barnsley (The Glassworks), Islington (Angel Central), and Southwark (Borough Yards) Belfast (Victoria Square) and Bath (Southgate).

Xavi Alemany

Director Asset Management - Milligan Spain

Xavi has over 18 years’ experience running shopping centres and understands all aspects of the financial and contractual needs to ensure a secure investment. For the last 10 years he has been the director responsible for Asset Management in Milligan’s Spanish office.

Before joining Milligan, Xavi was initially the financial manager and finally the centre manager for Maremagnum, Barcelona. He has a degree in Economics as well as a masters from Esade Business School and Pompeu Fabra University.

Melanie Taylor

Head of Retail and Relations

As Head of Retail and Relations, Melanie instigates and maintains our relationship with retailers. After many years in the industry she knows just about everyone. She is brilliant at selling something you can’t yet see and so has an incredible track record of bringing retailers on board and getting their early buy in. 

She was previously an associate director at Jones Lang LaSalle.

Specialisms/sectors: Getting under the skin of the target audience to rejuvenate concepts and merchandise mix; Lease management so that the interests of the landlord and tenant are genuinely aligned.

Key projects: Mailbox (Birmingham), previously Head of the designer outlet leasing team responsible for the McArthurGlen UK portfolio. Retail and shopping centre projects for Hillier Parker in London and Hong Kong and as a retail associate of Olympia and York delivering the Canary Wharf vision to retailers.

Paul Hanegraaf

Creative Navigator

After over 35 years in the design and property development business, cleverly bridging the divide between architecture and developer, Paul is Milligan’s creative guide. Whilst creatively directing in all Milligan deliver, his focus has recently been in the defining and building of the CreativeTrade concept and brand.

In 2016, Paul completed studies as a Sloan Fellow at the London Business School. He was founder and board member of large multi-cultural and multi-disciplinary international consultancy business, sits as an Advisory Director to a Rockspring Private Equity Fund and has been a founding partner of a numerous new business ventures. Driven by an infectious enthusiasm for any challenge, he is a strategic creative thinker armed with “fat pen” ideas who will always bring a fresh perspective and new intelligence and innovation to every project.

Specialisms/sectors: Planning, development and design of retail, urban design, entertainment, corporate, hospitality and institutional projects. 

Key projects: Mailbox (Birmingham), St Stephen’s Green (Dublin), Metquarter (Liverpool), Camden Lock Market (London), Manchester and London City Airports.

Malcolm Lea

Head of Development and Construction

Malcolm has overall responsibility for the development and construction across all Milligan projects. He also plays a fundamental role, working with Mike and Stuart, to win new development projects. 

Malcolm first worked with Milligan in 2006 and his significant career in real estate spans over 30 years. Malcolm has considerable experience in high quality commercial and residential property as well as the creation of equity funds and working with joint-venture partners and managing diverse investor relationships.

Specialisms/sectors: Residential; retail; hospitality.

Key projects: Met Quarter (Liverpool); St Stephen’s Green (Dublin) Country Mall (Crawley); the award winning “La Molazul residences,” 25 award winning luxury apartments in Mallorca; One Aldwych Hotel (London).

Rachel Guthrie

Executive Assistant

Rachel is Executive Assistant to the Milligan directors, taking care of diary matters, coordinating events and running the office. Prior to working at Milligan, she was PA to the senior investment partners at Lane Clark & Peacock.
